Yes, still focus on keywords, but your north star for everything you write should be the user. When pursuing a link, which is more important, relevance or authority? Analysing a competitor’s recurring backlinks will quickly give you a feel for their regular content promotion strategy, and an invaluable insight into their ‘inner circle’ of sharers/linkers. While it was very simple to link a keyword to traffic in the past, it has become very difficult because of changing the complexity of search algorithms that factor a lot of things.

If your top level goals are straight-forward, such as increase revenue, then decide which optimization path is going to be the most effective based on your business.
